State v. James Blackmon
About the Case
In State v. Blackmon the Commission conducted a hearing on November 14-16, 2018. The Commission voted unanimously that there was sufficient evidence of factual innocence to merit judicial review. At that time, the case was referred to a three-judge panel.
The three-judge panel hearing was held in Wake County on August 20-22, 2019. At the end of the hearing, the three-judge panel unanimously concluded that Mr. Blackmon had proven by clear and convincing evidence that he was innocent of second-degree murder.
