About the Case


In State v. Bragg, the Commission conducted a hearing on August 31 through September 2, 2016. The Commission voted 6-2 that there was sufficient evidence of factual innocence to merit judicial review. At that time, the case was referred to a three-judge panel.

The three-judge panel hearing was held in Watauga County from July 24, 2017 through July 28, 2017. At the conclusion of the hearing, the three-judge panel ruled unanimously that Mr. Bragg had not proven his innocence by clear and convincing evidence and relief was denied.
