Commissioner: The Honorable Anna Mills Wagoner

Judge Anna Mills Wagoner is the Senior Resident Superior Court Judge for Judicial District 19C, serving Rowan County. Judge Wagoner was elected to the Superior Court bench in November 2010 and assumed office in January of 2011. Prior to her election to the Superior Court bench, she served as the Presidentially Appointed United States Attorney for the Middle District of North Carolina from 2001 until 2010. Judge Wagoner also held the post of Chief District Court Judge for District 19C from 1990 until 2001.

A cum laude graduate of the Wake Forest University School of Law, Judge Wagoner also holds a BA in English from Agnes Scott College.

Judge Wagoner currently serves as a Commissioner on the North Carolina Commission on the Administration of Law and Justice, the Pattern Jury Instruction Committee, the Legislative Committee of the Conference of Superior Court Judges, and the Board of Governors of the Conference of Superior Court Judges. In January 2015, she served on the three-judge panel in the Innocence Inquiry Commission case of State v. Joseph Sledge. Judge Wagoner most recently served as the Chief Judge of the three-judge panel in Faires vs. State Board of Elections addressing the constitutionality of session law 2015-66 (retention votes for Supreme Court Justices).

Judge Wagoner is admitted to the North Carolina State Bar and the District of Columbia Bar. She has previously served as the North Carolina Bar Association First Vice President and the President of the Rowan County and District 19A Bar Associations.
